Two Welcome prompts when using continue

Hello, quick question that I cant seem to find the anwser to when looking at the documentation:

When running the toolkit with IE running the application is detected and the normal “this application needs to be close before continuing select close program or etc etc…”

Selecting “close program” closes IE and continues the installation, however, if I manually close the program and select “Continue” it will continue to another prompt where I again have to press “Continue” or “Defer”
Why does it loop back to another prompt instead of continuing the installation?

Probably because when you manually close IE, there is most likely a hidden iexplore.exe process running in the background that did not close. Look at the process list and I’m sure you will see it.
