Is it possible to change the display name of the baloon tip from "Windows PowerShell" to some custom name?

I saw another user opened a thread 5 months ago but hasn’t had any feedback so far.

So I will ask again; Is it possible to change this “Windows PowerShell” name to some other custom name?
